  10.      them to. The meaning of words in legal documents is to 
  11.      be sought, not in their author or authors, the parties to a 
  12.      contract, the testator, or the legislature, but in the acts 
  13.      or the behavior with which the person addressed 
  14.      undertakes to match them. This is the beginning of their 
  15.      meaning.
